Petrochemical
• Project direction for the world’s largest Refinery Off Gas Cracker complex project. The scope included 1.5 MTA cracker, two polymer units (LLDPE and LDP) of 450-550 KTA, 700KTA MEG unit, 10,000 M3/hr sea water desalination plant, power plants of 800 MW generating capacity and all utilities and off sites. The project was completed in record time with significant cost advantage.
• Management services for the largest petrochemical project in Singapore. The project was over $1.5 billion in total installed costs with production capacity of over 1.5 million tons per annum of Olefins and 220 MW of power. The scope included process design, detailed engineering, procurement, construction and commissioning services on a lump sum basis.
• Project advisory and supervision services for a 1.3 million ton/year ethylene cracker in Jubail, Saudi Arabia. The scope included technology front end engineering, procurement, construction and start up.
• Management of front-end design for a $400 million Basic Chemicals Complex project in China. The project scope included EPC for an Ethylene plant, Aromatics Extraction unit, Steam generation and other off-site facilities on a fixed price turnkey basis.
• Management of an $800 million fixed price turnkey project in Indonesia. The scope of the project included engineering, design, procurement, construction and start-up of a 700,000 ton per annum ethylene plant, a 250 MW power plant, steam generation and the offsite and utilities for the petrochemical complex.
• Project engineering oversight for the FEED development of a $1.2 billion nitrogen based fertilizer complex.
• Leadership for a $350 million n-Paraffin/LAB grassroots project in Jubail, Saudi Arabia. The project scope included engineering, procurement, construction, pre-commissioning, and commissioning services for the on-plot facilities. The project was completed in a record time of 26 months from project kick off to ready for commissioning.
• Consulting and testimony in bankruptcy court for a surety company regarding post-bankruptcy contractor liens on removable materials and equipment installed during construction of a High Purity Isobutylene unit in Pasadena, TX.
• Design management for expansion of a major ethylene plant on the US Gulf Coast. Plant capacity was increased 70% by the addition of four new cracking furnaces and implementation of an innovative recovery process.
• Procurement and construction management for the design-build delivery of three additional ethylene cracking furnaces at a major petrochemical complex in Sweeney, TX.
• Process development and FEED design for several ethylene units in China and India.
• Site resident engineering services for the construction phase of an ethylene unit expansion project in Beaumont, TX. The upgrade involved addition of three new cracking furnaces and a new cold train, doubling the unit’s capacity to 900 million pounds per year.
• Oversight services for engineering, design, procurement and construction management for an upgrade and capacity increase of a US Gulf Coast Polysilicon facility.
• Program management services including project development and economic justification; FEED and appropriations estimates; and execution of detailed engineering, design, construction and start-up for a major operator based in The Woodlands, TX.
• Management services for a polymer compounding organization’s global capital projects program involving projects for existing operations in the US and Canada and development of a grassroots facility in Jubail, Saudi Arabia.
• Site management assistance including expedited procurement and construction force management services for an emergency re-build of two fire-damaged ethylene furnaces for a south Louisiana chemical complex operator.
Refining
• Project management services for a multibillion dollar heavy oil processing plant expansion at an existing Tar Sands facility in northern Alberta, including EPC execution of the offsites and utilities for the project.
• Project engineering management for the front-end design development for the $8 billion Ras Tanura Refinery Expansion Project, Saudi Arabia.
• Management of in-Kingdom engineering procurement and construction operations for a major utility upgrade of a 550,000 bpd refinery complex at Ras Tanura, Saudi Arabia.
• Front-end engineering design for the 400MBD grassroots $9 billion Jazan Refinery & Terminal Projects, Saudi Arabia.
• Project engineering for FEED execution of the $4.5 billion Khurais Central Processing Facility portion of the 1.2MMBCD Khurais Crude Development Program, Saudi Arabia.
• Management of site operations during construction of an upgrade of three crude processing units for a major California based oil corporation at their Nederland, TX refinery.
• Resident engineering, constructability review and turnaround planning input for the expansion of an existing FCC unit and addition of a gas recovery unit at a major Port Arthur, TX refinery.
• Project engineering management for the CCR Platformer and Naphtha Hydrotreating units front-end engineering design, Rabigh Refinery Upgrade Project, Reading, England.
• Constructability input, pre-construction and turnaround planning and site supervision through start-up for a feed nozzle replacement and unit expansion project at an existing Delaware based FCC unit.
• Constructability input, pre-construction and turnaround planning and site supervision through start-up for a converter section throughput increase and recovery unit modification project in the western province of Saudi Arabia.
• Operations engineering for the NGL compression and fractionation facilities of ARAMCO’s crude oil stabilization plant in Abqaiq, Saudi Arabia.
• EPC Project management services for FCC unit expansion, re-instrumentation and energy conservation projects for a refinery in New Brunswick, Canada.
• EPC Project management services for FCC unit revamp, flare gas recovery, and energy conservation projects for a refinery in Sarnia, Ontario, Canada.
• Project management consulting and testimony during arbitration of disputed control building construction for a 200,000 barrels per day refinery complex, Thanh Hoa Province, Vietnam.
Gas Processing
• Project management services for the expansion of a 700-million scfd gas plant at Uthmaniyah gas processing facility, BTX extraction facility at the Shedgum Gas plant and Riyadh and Qassim pipeline projects.
• Project management services for an LPG project being developed in the Arabian Gulf by the Abu Dhabi Gas Liquification Company (ADGAS), involved working on the PMC team directly with the engineering contractor and the owner to develop the FEED package.
• Project management advisory services for a major helium producer involved analysis and reports addressing the quality of its supplier’s engineering contractor’s failed design-build delivery method for construction of a natural gas processing unit in western Wyoming.
• Litigation support services regarding a reformer equipment erection contract dispute following construction of 1.7 million MT/Y methanol production facility in Beaumont, TX.
• Gas pipeline advisory services addressing gas pipeline construction methods in a condemnation dispute between a major gas pipeline operator and a property developer in Wexford, PA.
Power Generation
• Field engineering services ranging from pile driving supervision through technical support of all phases of civil, mechanical and electrical installation work, blow-out and start-up were provided for a 420 MW coal fired unit at an Indianapolis power generation facility.
• Slope detection monitoring services were conducted to confirm the structural integrity of a sheet pile wall installed along the Menomonee River to retain the coal storage yard for a 240 MW power plant in the city of Milwaukee.
• Construction examination pursuant to state of Florida threshold inspection regulations during construction of an emergency generator unit at the Turkey Point Nuclear Station in South Florida.
• System construction status definition and completion planning through turnover and pre-commissioning and start-up of a 1010 MW boiling water reactor generating facility in Louisiana.
• Pre-commissioning and start-up preparation services for standby auxiliary diesel generators and subsystems installation at a Virginia based nuclear plant.
• System construction status definition, completion planning, through turnover and pre-commissioning and start-up of a two unit 1100 MW ea. pressurized water reactor nuclear facility near Granbury, TX.
• Supervision assistance for engineering and construction completion of a 730 MW combined cycle gas turbine powerplant near Granbury, TX, after takeover of the EPC contract at 80% project completion.
• Advisory service and utility commission testimony on project management by a national electric generating company building an integrated gasification combined cycle power plant in southern Indiana. Specifics included the company’s approach to management of the JV conducting EPC operations for the project.
• Consulting services addressed evaluation of alleged engineering errors and omissions by a Chicago based global engineering contractor in the design of a 630 MW cogeneration facility in South Carolina.
• Management of PMC services providing oversight of an Atlanta based engineering contractor for the design of a 1000 MW combined cycle gas generation project to be constructed in Freestone County, TX.
• Management advisory services for the conversion of construction contract terms from fixed-price to cost reimbursable for a 1000 MW combined cycle gas generation project mid-way through construction in Midlothian, TX.
• EPC management of captive power projects with generation capacity of 800 MW located in a refinery/petrochemical complex in India.
• EPC management services for a captive power project with generation capacity of 220 MW located in a petrochemical complex in Singapore.
• Program management for deployment of multiple 2x2x1, 1,000 to 1,200 MW power generating facilities for a major utility joint venture throughout the US.
Commercial Building
• Owner representation during design and construction of a solid waste fleet maintenance facility for Dade County Solid Waste Department, Miami, FL.
• Project estimating to determine construction demobilization and remobilization costs due to interruption of operations for a health center under development by a major hospital in Sugar Land, TX.
• Consulting services regarding hurricane preparation by a general contractor constructing a 35-story condominium tower in South Padre Island, TX.
• Construction advisory services regarding compliance with manufacturers’ specifications by an installation contractor applying metal roofing at an automobile dealership in Alice, TX.
• Architectural constructability review and estimating services provided in support of litigation for repair of failed balconies at a 240 unit residential complex in Galveston, TX.
Infrastructure
• Project oversight and management advisory services in the UAE for seven remote area desalination plants. Each project included desalination process and waste water disposal equipment providing an average of 1.2 MMGD of treated water to the Villages and Islands division of the government of Abu Dhabi Water & Electricity District.
• Resident engineering services to the Florida Department of Transportation for a road widening and bridge construction project in Cooper City, Florida, including construction management for widening an arterial surface roadway and construction of four new bridges.
• Resident engineering advisory services to the Florida Department of Transportation for upgrading of the fuel storage systems at service plazas along the Florida Turnpike, including provision of construction management for removal of existing underground storage tanks, remediating of contaminated soils, installation of new storage tanks and leak detection systems, reinstatement and replacement of vehicle fueling systems.
• Contract review services regarding alleged error and omissions, change orders, and adherence to industry standards in application of the engineering and construction process for construction of a roadway project in the city of Pearland, TX.
M&A due diligence
• Due diligence advice prior to its acquisition of several equipment fabrication shops in the Pacific N.W. was provided to an equipment provider in the power generation sector. Services included inspection of plant and fabrication equipment, shop safety and quality operations, and project execution processes.
• Buyer due diligence team participation focusing on engineering, construction, quality assurance and safety programs and ongoing project liability negotiations prior to purchase of a Boston based global engineering and construction firm by a Louisiana based piping fabricator.
• Assessment of project status of completion and plant equipment condition for an abandoned combined cycle power plant in Connecticut under review for acquisition by a venture capital organization.
Claim Analysis and Dispute Prevention
• Advisory services involving post-construction evaluation of cost recovery probability were provided to a general contractor regarding a global Chicago based engineer’s errors and omissions in its design for an 800 MW combined cycle power plant in Ashkelon, Israel.
• Construction delay and disruption ciaim analysis services revealing a contractor’s misunderstanding of the magnitude of process engineering, poor communications with its engineering partner and construction team, and weak contract administration with its main subcontractor during a turbo expander addition project at a high-pressure gas plant in Saudi Arabia.
• Development of a claim defense strategy leading to contractor withdrawal that consisted of excellent document management and issues awareness enabling a rapid defense involving de-progressing and reconstructing a Level 3 work schedule to a “should have been baseline” for construction of an Offshore Gas Compression Platform addition for a Gas Oil Separation Plant (GOSP) project offshore Saudi Arabia.
• Reconstruction of schedule updates based on contemporaneous project records for resolution of approximately $60 million of contractor claims resulting from changes and planning deficiencies during engineering and construction of a major utilities and offsites upgrade of the Ras Tanura Refinery, Saudi Arabia.
• Dispute resolution services for a major Middle East owner involved reconstruction of project attributes from initial schedule disruption through last known delay beyond contractor control for negotiation of amendments to critical milestone for Bulk Plant, Mooring Boat, NGL Recovery, Offshore GOSP, and Government Built School projects.
Construction Safety
• Consulting services for a major US refinery operator regarding pre-OSHA standard practice for construction safety management during a refinery upgrade project in an occupational illness case involving asbestos contamination leading to mesothelioma.
• Incident investigation and construction advisory services on OSHA regulation compliance related to a falling object event at a high-rise commercial construction project in Shreveport, Louisiana.
Project Risk Management
• A project risk management program developed for a South Korean contractor addressed project risk analysis and regular follow up mitigation. The program, which includes training of project managers in the value of risk management, followed an ethane cracker project to the field in Uzbekistan where instruction was provided for project management.
• Risk analysis principles were used to develop mitigation plans during preparation of a contractor’s fixed price proposal based only on a performance specification for a refinery and loading dock project in far east Russia.
