Summary

Mr. Bush provides process technology and project management consulting and operations advisory services to EPC contractors and owners in process and power generation industries.

His experience includes process design/engineering and management of large-scale engineering and construction projects in the refining, petrochemical and power industries. With 50 years of experience in the process industries (including 44 years of engineering and construction and 5 years with operating companies), Mr. Bush has held senior management positions in which he successfully managed engineering projects having capital costs in excess of $1000MM and budgets greater than 1,000,000 man-hours.  Over the course of his career, Mr. Bush has managed numerous major project front-end designs. His consulting portfolio has included process design in olefins, ammonia, refinery processes, natural gas processing, wood‑fired cogeneration, crude oil heater separator and specialty chemicals such as mercaptans and bromine, as well as provision of advisory services for process safety management.

A specific area in which Mr. Bush adds value to process technology project management is provision of advisory services for the planning and participating in the process safety management process, ensuring optimum compliance with OSHA’s requirements for HAZOP studies, Process Hazard Analyses, and Pre-Startup Safety Reviews.  Most recently, Mr. Bush introduced project risk management into the project management system of a global Korean EPC contractor.

Mr. Bush is a registered chemical engineer in the State of Texas and holds certification by the Project Management Institute as a Project Management Professional (PMP).

Representative Project Experience

• Refinery and Petrochemical Advisory: Advisory consulting services in support of an international arbitration involving sequencing of discipline engineering and design processes for a refinery and petrochemical plant in Vietnam.

• Petrochemical Design: Management of design services for expansion of a major ethylene plant on the US Gulf Coast. Plant capacity was increased 70% by the addition of four new cracking furnaces and implementation of an innovative recovery process.

• Petrochemical Design: Process development and FEED design for several ethylene units in China and India.

• Petrochemical EPC: Management services including project development and economic justification; FEED and appropriations estimates; and execution of detailed engineering, design, construction and start-up for a major operator based in The Woodlands, TX.

• Gas Processing Program Management: Program management services for an LPG project developed in the Arabian Gulf by the Abu Dhabi Gas Liquification Company, involved working on the PMC team with the engineering contractor and owner to develop the FEED package.

• Petrochemical Advisory: Project risk management program development for a South Korean contractor’s ethane cracker project in Uzbekistan addressing risk analysis, follow up mitigation and training of project management.

• Refinery Advisory: Risk analysis services for development of mitigation plans during preparation of a contractor’s fixed price proposal based only on a performance specification for a refinery and loading dock project in far east Russia.

 

Career Experience

• Performed process design in olefins, ammonia, refinery processes, gas plants, and other processes for multiple engineering companies. Operating experience includes vinyl chloride, polyvinyl chloride, and ethylene.

• Engaged in venture to develop a waste wood fired cogeneration facility in Montana. Performed the process design and prepared an inquiry document for engineering and construction companies to base their turnkey bids on.

• General Manager of an engineering company executing projects in Venezuela and Mexico. Performed design of fired heater separator equipment and coordination of fabrication with local fabricators.

• Led the Process Engineering Group and established Process Engineering Procedures for the FEED design of LNG Plants and an Olefin Liquefaction Project.

• Established the project engineering organization for a new office. Organized and managed engineering management teams for LNG proposals and projects.

• Implemented Project Risk Management (PRM) into the project management methods of a multinational engineering company and trained executive management and project management personnel. Directed the PRM on multiple EPC projects, achieving major reductions in exposed project risks during the course of the risk management:

• UGCC, a major utility and offsites project in Uzbekistan for an ethylene cracker and polymer units.

• A multi-billion-dollar fertilizer and offsites proposal for far eastern Russia.

• TORE and TGEM, major EPC projects in Turkmenistan.

• Engineering manager on an EPC project for a major ethylene plant in Singapore.

• Proposal engineering manager for a lump sum joint venture EPC bid for a multi-billion-dollar complex in Vietnam including an ethylene plant and offsites.

• Proposal engineering manager for a lump sum joint venture EPC bid for a refinery complex in Abu Dhabi.

• Engineering manager for several ethylene plant PDP packages in Saudi Arabia, China and Trinidad.

• Project engineering manager on a project management consulting engagement for a 220MMSCFD LPG plant.

• Engineering manager for the expansion detailed design for an ethylene plant in Port Arthur.
