Mr. Reynolds provides project management advisory services to owners and contractors on the engineering, procurement, and construction process from the project development and feasibility phase through design, construction, commissioning and closure.
He has more than 34 years of engineering and construction management experience in the engineering, procurement, and construction (EPC) process, from the project development and feasibility phase through design, construction, commissioning and closure. Mr. Reynolds has managed a wide range of global capital projects and programs. Over the course of his career, he has also consulted on a variety of troubled projects, greenfield ventures, and turnaround/retrofits, in both domestic and international locations. Mr. Reynolds’ industry sector experience encompasses downstream refining and petrochemical, energy generation, and infrastructure. Specialty service areas include operations of engineering and construction entities, contract administration, health, safety and environmental performance, project controls, quality implementation, and project delivery methods.
His contributions to project stakeholders, including developers, operating entities, management teams and lenders, rely on knowledge gained through execution of multiple global capital projects. Further proficiency includes business development and proposal assistance and analysis for planned foreign EPC projects.

• Refinery and Petrochemical Advisory: Advisory consulting services in support of an international arbitration involving sequencing of discipline engineering and design processes for a refinery and petrochemical plant in Vietnam.
• Petrochemical Design: Management of design services for expansion of a major ethylene plant on the US Gulf Coast. Plant capacity was increased 70% by the addition of four new cracking furnaces and implementation of an innovative recovery process.
• Petrochemical EPC: Oversight services for engineering, design, procurement and construction management for an upgrade and capacity increase of a US Gulf Coast Polysilicon facility.
• Petrochemical EPC: Management services including project development and economic justification; FEED and appropriations estimates; and execution of detailed engineering, design, construction and start-up for a major operator based in The Woodlands, TX.
• Petrochemical Program Management: Management services for a polymer compounding organization’s global capital projects program involving projects for existing operations in the US and Canada and development of a grassroots facility in Jubail, Saudi Arabia.

Representative Career Experience
• Managed day to day operations of a multinational energy services company’s Downstream and Chemicals Business Unit, leading a staff of 680 project execution and business management professionals to deliver a broad variety projects to the Refining and Chemicals Industries. Managed revenue in excess of $1.6 billion while executing 16.4 million safe work hours.
• Managed project execution center and North American Professional Services Organization, leading a staff of 50 project execution and business management professionals to provide a variety of technical services in response to customer specific needs as well as over 300 technical staff assigned to customer facilities throughout North America. Grew project execution volume by 10% to increase revenues by 12% for home office operations while reducing operational costs to increase margins by 3%.
• Managed a site team of technical professionals nested in an owner’s facility, improving operational methods and enabling customer to triple the volume of capital work executed without increasing the engineering cost.
• Managed company’s Worldwide Capital Projects Program, overseeing the execution of capital projects at all existing and new global facilities. Led a multinational staff of 40 engineers, designers, and construction management personnel located on multiple continents. Responsible for all project safety, quality, and commercial performance; preparation of the implementation plan for annual capital budget; oversight of a corporate initiative for engineering and project implementation standardization; project development and economic justification; Front End Engineering Design and appropriations-grade estimate preparation; detailed engineering and design; procurement; construction; and start up.
• Managed an alliance of programs to execute capital projects on behalf of various major clients. • Directed annual capital project expenditures of $100MM for a multinational manufacturer and marketer of chemical products’ Performance Products Group. Scope of activities included project development and economic justification; Front End Engineering and appropriations grade estimate preparation; detailed engineering and design; procurement; construction; and start up. Projects ranged in size from $1MM to $175MM and were deployed at four US operating facilities. Managed a professional staff of 125 engineers, designers, and construction management personnel located in three offices and two site teams.
• Managed a detail engineering, design, procurement, and construction management team of 75 in the execution of a $200MM+ expansion of a Texas-based facility. Project scope included installation of two complete silane production lines from the TCS (trichlorosilane) feed handling through two new CVD Reactors. The new facilities doubled the throughput capacity of the existing facility.
• Managed a detail engineering, design and procurement team to execute a $26.8MM tailgas burner project. Project scope covered integration into the existing facilities, two independent tailgas burner units consisting of a thermal oxidizer, waste heat recovery boiler, and downstream stripping and quenching systems.
• Supported the development and building of the Refinery and Petrochemical Business Unit of a major construction, mining and engineering company. Responsible for business development, estimating support for all refining, petrochemical, and LNG receiving and re-gasification terminal work.
• Directed a team of Project Managers and oversaw all aspects of performance for a portfolio of projects. Managed new construction projects ranging in value from $50M to $375M and located across the US for a joint venture between Florida Power and Light and Entergy. Participated in the preliminary feasibility studies for the venture’s expansion into Spain. Developed a prototype for a standard (2X2X1 combined cycle facility) plant.
• Managed a Technical Services group and supervised 20 Engineers in six offices and 220 field-assigned Engineers worldwide. Provided project assistance for critical lifts and rigging, corporate construction licensing and permitting, and development and management of corporate standards and procedures. Supervised all aspects of construction and field engineering on all ongoing projects worldwide. Representative projects included an ethylene furnace erection in Germany, an FCCU upgrade on the Texas Gulf Coast, and a construction estimate for an 800 metric ton/year ethylene unit in China.
• Managed multiple projects with capital costs up to $300M, with total responsibility for all aspects of site operations. Acted as General Superintendent for a $7MM ethylene furnace repair, Site Manager for a $130MM refinery upgrade in Saudi Arabia, and Turnaround Advisor for a $9MM FCCU Reconditioning Project in Saudi Arabia.
• Served as Resident Engineer responsible for all technical onsite operations including field engineering Home Office Engineering Coordination, Document Control, Project Controls and Quality Control. Representative projects included a $2MM Regenerator Internal Assessment, an $18MM FCCU Expansion Project, and a $60MM Remote Areas Desalination Project.
