Summary
Mr. Terris provides consulting and advisory services in the oil and gas industry with a focus on oil & gas industry capital project delivery for both owners and contractors. He has held executive and director positions in project management and has experience in midstream, gas processing and NGL recovery, refining, and petrochemicals. He possesses a demonstrated track record of developing and leading project management and operations organizations, key projects and initiatives, optimizing processes and effectively applying resources to improve margins and create increased top line value. In addition, he has international and domestic project leadership experience from the conceptual design stage through project start-up and operation. Tom also has an extensive facilities operations and plant process background.
For more than 25 years Tom has been in project management leadership roles. He has significant mega-project experience including four major refineries and the central processing facility for the world’s largest single crude increment by a leading global energy company. He is also experienced with small and medium size projects. Many of these experiences started in Front End Loading (FEL) where he gained and applied valuable experience using strong stage-gate methodology. He also followed two of the mega-projects through the EPC phase, validating the value of robust FEL work processes and capital project systems.
Tom holds a master’s degree in chemical engineering and is a registered professional engineer in Texas and New Jersey.

Representative Project Experience – Capital Project Management
• Managing Member, Terris Capital Project Delivery Consulting LLC, Independent consultant. Contributed as an industry consultant in establishing a new center for project excellence based at the Purdue University Construction Engineering Management Department, Houston, TX, (2016 – 2018).
• JGC America, Sr. Vice President of Project Management, with responsibility for the Project Operations departments (Project Management, Project Engineering, Project Controls, Procurement, and Construction), Houston, TX, (2014 – 2015).
• Lauren Engineers & Constructors, Sr. Director Project Development, providing guidance in establishing and building the Houston office to pursue Oil & Gas business opportunities, (2012 – 2014).
• KBR Inc., Program Director, responsible for Downstream Business Unit proposal development for FEED, PMC, and EPC project opportunities. Provided oversight to the FEED development of a $1.2 billion nitrogen-based fertilizer complex, (2012).
• Saudi Aramco Project Management Department, Project Manager responsible for establishing the project department and initiating front-end engineering design and coordination of bid tender and FEED contractor selection for the 400MBD grassroots $9 billion Jazan Refinery & Terminal Projects, (2010 – 2011).
• Saudi Aramco, Sr. Project Engineer, front-end design and EPC bid package development for the $8 billion Ras Tanura Refinery Expansion Project, (2007 – 2010).
• Saudi Aramco, Sr. Project Engineer, appropriation cost estimation, FEED execution and EPC phase material procurement, project controls, open-book estimate development, and contract conversion for the $4.5 billion Khurais Central Processing Facility portion of the 1.2MMBCD Khurais Crude Development Program, (2005 – 2007).
• Saudi Aramco, Project Performance Improvement Leader, directed development of a project performance improvement program for Saudi Aramco that resulted in reduced project costs and schedules through improved FEL and formal use of value practices. Project system benchmarking of key performance metrics showed that, on average, project schedules were 50% longer and costs were more than 25% higher than industry. Project performance metrics substantially improved, halving the difference with industry performance, (2000 – 2005).
• KBR Inc., Senior Project Engineer, with responsibilities encompassing client interface, proposal preparation and project planning and execution, (1997 – 2000).
• Senior Project Engineer, Saudi Aramco, Managed major refinery upgrade projects, from front-end engineering through construction. Projects included CCR Platformer and Naphtha Hydrotreating units for the Rabigh Refinery, and the Ras Tanura Refinery Upgrade Project, (1992 – 1997).
• Exxon Chemical, Operations Supervisor/Startup Team Supervisor, OME supervision of a world scale aromatics recovery train including the management of 50 process and technical personnel. Conducted safety and HAZOP reviews. Led and participated in both Total Quality Management and Continuous Improvement Teams, Baytown, TX., (1988 – 1992).
• Exxon Company International / Aramco Operations Engineer, Operations engineer for the NGL compression and fractionation facilities of ARAMCO’s crude oil stabilization plant in Abqaiq, Saudi Arabia. Implemented processing strategies to improve facilities processing reliability and availability. Mentored and trained Saudi Arab nationals, (1984 – 1988).
